BALLOT ISSUES - AUGUST 2026 ELECTION

Proposed amendments to the Missouri State Constitution will appear on the August 2026 ballot statewide. Some of these amendments could make major changes to the way Missouri government works if passed. It is vital that Missouri voters make our voices heard loud and clear this August. Keep reading to learn more about the St. Louis County Democrats’ position on three proposed amendments appearing on the ballot in August.

AMENDMENT 1

VOTE YES to support clean water, conservation, state parks, and historic sites!

If approved by voters, Amendment 1 will renew an existing one tenth of one percent sales tax that goes to support soil and water conservation efforts, state parks, and historic sites. The renewal will last 10 years.

The St. Louis County Democrats unanimously voted to support a YES vote for Amendment 1 on the August 2026 ballot.

AMENDMENT 4

VOTE NO to protect Missouri voters’ right to use initiative petitions to change our laws!

If approved by voters, Amendment 4 will make it much harder for Missouri voters to use initiative petitions to change our state laws. Under Amendment 4, a small number of voters in a single state congressional district could prevent a proposed law put on the ballot by a citizen-led initiative from passing even if a majority of voters in every other district vote in favor of it. Meanwhile, initiatives put on the ballot by state legislators could still pass with a simple majority.

Republican state legislators in Missouri have become notorious for overturning the will of Missouri voters and this is yet another attempt from them to undermine voters’ power.

The St. Louis County Democrats unanimously voted to support a NO vote for Amendment 4 on the August 2026 ballot.

AMENDMENT 5

VOTE NO to stop state legislators from raising sales taxes on goods and services without voter approval!

If approved by voters, Amendment 5 will allow Missouri state legislators to raise state sales taxes on goods and services, including many services that have never been subject to sales taxes before, without having to put future tax increases up for specific approval by Missouri voters.

Supporters of this bill say that the revenue will be used to lower state income taxes, but the math shows that in the end, most Missourians will wind up paying more in taxes while the wealthy will pay less. Prices for basics are already too high for working families without the state piling on more sales taxes.
